Travel Document

An emergency travel document/certificate shall be issued to Filipino citizens who have lost their passports overseas or cannot be issued a regular passport, and need to urgently return to the Philippines.
The Travel Document once issued must be used for return to travel to the Philippines within its limited period of validity, the original of which must be presented to the Department of Foreign Affairs in Manila when the applicant applies for the issuance of a new passport booklet.
Depending on the circumstances of the emergency, the following general requirements will have to be submitted by the applicant:
Applicant who lost / misplaced his or her passport while travelling abroad
- Police report issued by local authorities, with English translation if printed in any other foreign language.
- Affidavit of loss (to be accomplished at the Consular Section of the Philippine Embassy) detailing the events that led to the passport being lost or misplaced.
- Proof of Philippine citizenship (i.e. photocopy of lost passport / PSA birth certificate / PHL government-issued ID indicating citizenship as Filipino)
- Clear photocopy of return ticket to the Philippines.
- Recently taken passport-size color photograph (3 pcs)
Applicant who has an urgent travel to the Philippines due to family emergency whose Philippine passport has recently expired
- Affidavit to explain the nature of the emergency that necessitates immediate travel to the Philippines with supporting document (as applicable).
- Clear photocopy of last Philippine passport issued by the Philippine government.
- Recently taken passport-size color photograph (3 pcs)
In certain meritorious cases as provided by law and pursuant to existing regulations, qualified foreign nationals can be issued a travel document in similar emergencies abroad such as:
- Foreign nationals who are permanent residents in the Philippines who are not able to obtain their foreign passport / travel document from their government.
- A stateless person who is likewise a permanent resident or a refugee or has been granted asylum by the Philippines.
The requirements and procedures for these cases are dependent on the circumstances of the foreign national concerned.
