(08 January 2019) -- The public is hereby informed that documents sourced from the Republic of the Philippines intended for use in the Islamic Republic of Iran must first be authenticated by the Authentication Division of the Office of Consular Affairs of the Department of Foreign Affairs (or any of its authorized satellite/regional consular offices) and should be submitted to the Iranian Embassy in Manila for consular verification before it should be submitted to the requiring office in Iran.
Following internationally established procedures for document legalization, especially for non-Apostille Convention signatory states, the Philippine document should:
- First be authenticated by the national-level authority of the Philippines (the DFA) and thereafter,
- Submitted for consular verification by the consular authorities of the country where it will be used (Iran), if an embassy is present in the Philippines. (Iran has an embassy in Manila.)
Conversely, documents sourced in Iran intended to be used in the Philippines must first be authenticated by the Iranian Ministry of Foreign Affairs and certified by the Philippine Embassy in Tehran before it can be used in the Philippines.
